You have to separate´political parties from the govermental services. Public services can use social for interacting with citizens, parties must do it's own to get voters. If the democracy as a whole feel that the people do not vote, then democracy is at peril. So what a federal(?) institution have to do is to make it easier to vote and also encourage voting among all. Social can be good at the latter but maybe not the first.
